COMMUNITY DEVELOPMENT

Receive comments from the public regarding the Consolidated Annual Performance and Evaluation Report (CAPER) for the period April 1, 2022 to March 31, 2023. The CAPER is a report on how the City utilized its Entitlement Funds in the amount of $308,419 for the period April 1, 2022 to March 31, 2023.

BUDGET – FISCAL YEAR 2023-2024

Receive comments from the public on the proposed Budget for Fiscal Year 2023-2024.

RZ-23-04, 2020-2030 THOMAS SUMTER HIGHWAY

Receive comments from the public and consider First Reading of an ordinance to rezone three (3) separate parcels of land totaling approximately 5.39 acres and located at 2020, 2026 and 2030 Thomas Sumter Highway (Tax Map Nos. 202-00-01-037, 202-00-01-007, and 202-08-01-024) from Planned Development (PD) to General Commercial (GC).

Receive comments from the public and consider First Reading of an ordinance to rezone an approximate 3.67-acre portion of a larger approximate 22.13-acre tract of land located at 187 South Lafayette Drive (Tax Map No. 250-00-01-001, part of) from Heavy Industrial (HI) to General Commercial (GC).

Receive comments from the public and consider First Reading of an ordinance to rezone approximately 1.83 acres of land located at 1100 West Liberty Street (Tax Map No. 205-00-03-005) from Residential-9 (R-9) to General Commercial (GC).

Receive comments from the public and consider First Reading of an ordinance to rezone approximately 3.99 acres of land located at 609, 611, 613, and 615 W. Oakland Avenue, and 108, 110, and 114 S. Purdy Street (Tax Map Nos. 228-14-07-002, 228-14-07-014, 228-14-07-015, 228-14-07-016, 228-14-07-017, 228-14-07-019, 228-14-07-020, and 228-14-07-022) from Residential-6 (R-6) to Residential Multi-Family (RMF).

OA-23-02 USE TABLE NAICS ADDITIONS/MODIFICATIONS

Receive comments from the public and consider First Reading of an ordinance to amend Article 3, Exhibit 3-5 and Article 5 to correct and update use references using the North American Industry Classification System (NAICS).

COMMENTS BY CITY CITIZENS

Citizens of the City desiring to speak must notify the City Clerk prior to the beginning of the meeting by completing the sign-up sheet located at the meeting room entrance. Comments are limited to no more than three (3) minutes.

LEGISLATIVE UPDATE

 To review any pending legislation pertinent to local government.

5.
EXECUTIVE SESSION

Discuss contractual matters, personnel matters, and appointments to Boards and Commissions. Receive legal advice relating to matters covered by attorney-client privilege, if necessary, in accordance with Section 30-4-70 of the South Carolina Code of Laws.


The public is hereby notified that if City Council holds an Executive Session, the Council may take official action on the above-listed matters following the conclusion of the Executive Session.
